I am Vincent, a Research Assistant Professor in the Department of Logistics and Maritime Studies at the Hong Kong Polytechnic University (PolyU). You can reach me at tsz-fai.[my surname]@polyu.edu.hk or tfvchow[at]gmail[dot]com.

I received my MPhil and PhD in Systems Engineering and Engineering Management from The Chinese University of Hong Kong, under the supervision of Prof. Zhuoyu LONG, Daniel. I was fortunate enough to receive Outstanding Tutor Award for my contributions to teaching and learning in 2021.

My research interest is centered on optimization under uncertainty and risk-aversion, with applications in healthcare and operations management. In addition, I am also interested in location problems and their applications in emergency services. In my latest projects, I am investigating the use of spatial-temporal data in improving the responsiveness of emergency road service and paramedics.

  • 2022-Apr-05: The paper ‘Target Oriented Distributionally Robust Optimization and Its Applications to Surgery Allocation’, a joint work with Prof. Zhuoyu LONG, Daniel and Dr. Zheng CUI, is now available online in INFORMS Journal on Computing.
  • 2022-Apr-01: I joined the Department of Logistics and Maritime Studies at the Hong Kong Polytechnic University as a Research Assistant Professor.
  • 2021-Aug-23: I started working as a Postdoctoral Fellow in the Department of Systems Engineering and Engineering Management at the Chinese University of Hong Kong.
  • 2021-Jun-16: I successfully defended my thesis ‘Distributionally Robust Target-Oriented Optimisation and Its Application”.
